Our legal reviewer, Helen Moreschi, retired Commissioner of Labor Relations for the Commonwealth of Massachusetts is our public sector fair employment law expert. Public Sector Experience in Compensation Conversion & References   

The JSS competency based job description model has contributed to a pay for performance integration for over 7,000 occupationally diverse jobs in the Commonwealth of Massachusetts. This public sector initiative funded Dr. Kearney to validate 417 job titles in all aspects of exempt, none exempt, civil service, and bargaining units across all occupational categories for Commonwealth employers. This project was initiated to define the interactive core competencies for all pay ranges with an intentional expectation to analyze jobs (statewide across all industries) and promote the reduction of occupational risk of injury and illness. Job validation and analysis, training, and management plans developed by Dr. Kearney of JSS and were statistically monitored by the Division of Industrial Accidents. Reference Thomas G. CHFA   of Charlotte, North Carolina, Work Force Development Board, Job Smart Specialist, Ms. McInerney was responsible for the oversight of all federal and state job development funds for the region. In this capacity, she evaluated jobs in all the major industries in order to create job skill matches for people in transition. She was the major change management strategist between the CHFA   and its business and educational partners.

 

Commonwealth of Massachusetts, Ms. Moreschi (Commissioner, Labor Relations 1997-2005) reported directly to the governor on all development and implementation of policy and enforcement related to Labor and Employment. 

 

Job Smart System and Dr. Kearney impacted 2,750 employees in administration, manufacturing, and retail at Yankee Candle Company. (Reference Kenneth A. Bergeron 413-549-1721). The goal was to validate the job competencies both qualitatively and quantitatively for Yankee Candles administrative team (human resources including risk management, occupational health & fitness, shift supervisors, and managers). The result was ergonomic job validations that contributed to the reduction of workers compensation costs and their pay for performance system.

 

AVAYA (Sr. Manager) implemented and managed all aspects of global and country specific compensation and benefit plans. Reference Jeff Mandel 908-953-2590

 

AT&T (International Benefits Director) in this capacity  our Job Smart Specialists managed the conversion of 5,500 jobs within 3 years into a global competency to compensation & benefits plan. This was a based broadband wage and salary system. Best practice compensation analysis techniques were done to maintain validation of conversion and transition management to a broadband system.

 

Alexus, Inc. Matt Tomsho managed all IT direction to create state of the art network designs and construction of high end data centers. His technical expertise when applied to conceptual projects translates from large systems analysis into real business applications with executables that make zero impact on deliverables
